After five days, there is almost zero chance that it get approved by a new transaction because the tip selection algorithm will select recent transactions. According to an IOTA dev (on slack), if the transaction isn't confirmed in less than one hour it will probably remain "pending" forever (or at least up to the next snapshot because it will be forgotten).
That's annoying but you have to wait for their withdrawal window to open. As far as I know it has NOTHING to do with a bug on IOTA's end. Network is doing just fine, people are able to withdraw from other exchanges.
Could you quote what they say about that issue being a bug?
The volume being traded is at unprecedented levels today, and at the exact same time, the network is being hit with a spam attack. Therefore, it seems likely that binance is being overwhelmed in their network.
